should report direct to Commander-in-Chier as well as to me and in view of fact that decision whether to take action or not rests with him you should take care that he is always kept fully informed.

Where immediate action is taken anywhere in your consular district by a naval efficer without reference to Commander-in-Chief under authority contained in paragraph 2 section 5 of Commander-in- Chief's memorandum you should at once report circum stances. Best course will usually be to repeat

to Peking any telegrams sent by naval officer concerned to Commander-in-Chief. Latter is giving instructions to commanding officers to keep

consular officers informed in such cases.

In no case should any demands be presented to any Chinese military or civil officials until Commander-in-Chief has definitely specified

retaliatory measures.
